According to Hindustan Times, Central Industrial Security Force (CISF) now permits women to carry lighters, matchboxes and small knives up to 4 inches inside metro trains. CISF explains:
However, we examine the tools and make an entry in a register so that the passenger can be traced if needed.
With 3 million passengers on and off the trains everyday, the Delhi metro has been considered unsafe for female riders who have complained increasing numbers of abuse, assault and sexual molestation.
CISF’s decision follows the mass-molestation in Bangalore on New Year’s Eve when numerous women were attacked on the streets with 1,500 police there. Regarding the ability to carry knives, CISF says:
We carried a review and found that with these items, passengers’ safety is not in danger.

Only a few days after Delhi Police revealed that most criminals and pickpockets in Delhi Metro are women, they allowed them to carry knives.
